Hover and component

Hey everyone 🙂

So, I'm trying to help to a friend of mine, something is really confusing me..

So she has a button that has hover state and it's a component.
she said "I'm trying to make sure that if someone is scrolling, he can see the hover + component in the same position".

Someone tried that before? to create a copmonent that has an hover state in? and of course, to be able to scroll without seeing them moving around?

      I told her to try it, not sure if she fixed it already but will update the post once I'll get a message from her,
