How to move icon layer to component/group ?

Thank you for reaching out and sorry to hear that you're having trouble in moving elements inside XD. From the Image which you have shared with us and taking it as reference, please select the path(Icon map-swimming)from the artbaord on canvas from Adobe XD, Right click and select copy/cut from context menu  and select the group inside the component from layers panel and try to paste It and It will work or even you can copy from layers panel.

Please ensure you have selected group/component inside the component where you want to paste from layers panel before pasting and later you can rearrange inside that component.
