Can I create shape like this in Adobe Xd ?? I can do it in Illustrator or PS, then import, but what if I don't have that and I need this for UI/UX procentage circle

Use the circle tool for the full shape with only the border coloured then use the pen tool for the percentage colouring area.
Under fill for the colour click Solid Color and choose Linear Gradient.

It's pretty much done in the same way as you would within PS or AI.
