In XD 44, Error message- Need to upgrade my plan to "get unlimited linked libraries" in XD

After updating to latest XD version I get message that I need to upgrade my plan to "get unlimited linked libraries". Why? Is this new limitation" How many can I link without upgrading? Can't find this information anywhere nor was I notified in advance

I think your problem relay to new linked files mode. Please review https://helpx.adobe.com/xd/help/migrate-design-systems-to-creative-cloud-libraries.html

    Actually it requires me to upgrade my account, but i have enterprise account and it should allow publishing libraries.
