Installed XD (Preview), then upon opening it states TIME TO UPDATE.

Dialog box states:

"This version of Adobe XD is out of date. Update now to continue using Adobe XD."

I am downloading the preview/trial version as this is my first time trying out this software, however I can't even use it.

Originally dowloaded from website. I have then had to Uninstall, which I did 2x and reinstalled from the CC dialog box. Issue remains.

How can a newly installed app, not open and already need an update???

What can I do??

In addition to what Dan said, you can run the CC cleaner to uninstall previous versions of Adobe XD, and then install Adobe XD from the CC desktop app on your computer.

Use the Creative Cloud Cleaner Tool to solve installation problems

The Preview was an old "beta" version. Since then Adobe has released numerous updates. It's possible the newer version is not showing because your system is not updated enough to run it. Check the system requirements and maybe you'll need to update your system. You see the Creative Cloud app says to install "XD CC" (with no preview).
