The XD Starter Plan has changed a little recently, but it is definitely still available:

 

"With the Starter Plan, you get 100% of the features and functionality of the regular paid XD app, with a few exceptions. There are some limits on sharing, collaboration and exports, with the option to upgrade should you need unlimited use."

 

Here is a chart showing the differences between the plans – free/Starter vs. paid:

Basically if you download and install XD without being a paid subscriber, you'll automatically get the Starter Plan by default.

Hi,

now Adobe XD offers a free 7-day trial. At the end of these days, you need to purchase one of the two plans in order to continue using the software.

So that would be no we no longer have a starter plan? 

Looks like ill be moving my students to a competing product.

Sorry for the delay in response. The starter plan which includes all design and prototyping features is still available for free and can be downloaded here: http://www.adobe.com/go/xdstarter
