Is file syncing available with the Starter Plan?

Apologies if this is more of a general Creative Cloud question than an XD question.
I'm using the Starter Plan for XD, previously I had the Creative Cloud All Apps license provided by work. Documents being shared with me aren't up to date, showing older versions of documents and not updating when someone makes changes. I've tried having them re-shared, reinstalling XD and the Creative Cloud App but the issue persists. The icon next to the document name says I'm disconnected, but other people viewing them can see my name as also viewing the doc though are not able to see any changes I make, or vice versa. The Creative Cloud App itself says that I don't have access to manage preferences for Syncing and to contact my IT admin. I've asked the owner of the admin account, but he wasn't sure.
Is this a limitation of the Starter Plan or is this a bug?
