Is prototype link tied to user account? Multiple users can't update link?

I have created a file in Xd and published the prototype. I took the published prototype link and shared it will our department (Several teams)

Another designer has made a change to this file, and is attempting to update the link. Same file. Shared Drive. Different Adobe ID. She does not have the ability to update the link but see's only the option to create a link (as if its the first time).

Is this functioning as intended? Are Xd links tied to a user account? I can't imagine this being intended function as it ties work permanently to an individual.
