Layer appearing behind even when not

Re-occuring problem. I'll get trapped where I can't bring a new layer above an old layer. Please see screenshot.

    Thank you for reaching out. Could you please share the version of XD & OS along with a screenshot capturing the property panel on the right? Could you also confirm if this is happening with objects on which 3d transform has been applied or with any objects?

    Hi, this happens mainly in collobrative documents.
    XD is the lastet avaible (56.0.12.6) with Ventura 13.2, but it has been happening with previous generations for months.
    There don't appear to be any effects or blending modes present on either object. Regardless it prevents me or any other user in the document from creating any new layer that is visble above.
