Linking content together in the SAME artboard.

I am currently designing a one-page website layout, and I would like to be able to link content together in the same artboard. Example - I have a "Register Now" call to action button near the top, I want it to link to the bottom of the page where the registration form is. So basically you click the button and it transitions down to the bottom.

Is it possible to link things together in the same artboard, or do you have to put things one separate artboards?
