Lost the ability to publish changes to my library

I'm 1 of 2 editors on an XD library file hosted in CC. The other editor was the owner but has left our company.

 

At first, I retained full access and could edit, publish changes, and send invites directly from the XD file we created the library from. This worked for several months, but I contacted my IT department to see if they could make me the owner in case something went wrong. They weren't able to do that.

 

Now, I can make edits to the XD file, but I've somehow lost the ability to publish changes by clicking the Publish then the Update button, as it's now greyed out. The Share button is also greyed out, so I've also lost the ability to send invites. I found I could send invites via the web interface (assets.adobe.com) but not through the XD file and not through the CC desktop app. 

 

Note that if I go to https://assets.adobe.com/shared, I see two copies of this file, one is an XDC file and the other is a LIBRARY file (is this expected?)

 

What could explain this and how can I fix it? Is there a way to make me the owner if this library file? We have almost 30 people using this library with active projects so I don't want to have to start over and publish a new file. Help!

    IS there any changes done by IT team? If yes what kind of changes?

    I think they may have removed my colleague (who owned the file) from the list of authorized users in our XD account. I say this because the problem began around the time I inquired with them about this, requesting that they find a way to make me the owner of the file because my colleague left the company (so I think they removed her at that point). I'm trying to get confirmation of this now.

    Actually that's not it. My IT department confirmed she was removed from our Adobe account the day she left.
