mockup link broken / cleared when xd file opened other than original creator?

we have a group of designers who share in the task of updating designs.

whenever one designer opens an xd file created originally by someone else, the mockup link in "shared for reivew" that was created by the original designer of that file does not show -- there is not any previous link at all. only option is to "create new link" --- there is no "update" or any previous link below where this button would be.

is this a bug? if not, why might this be happening?
