Prototype loads half way down page

Hi 

I have come across this a few times now and is a little embarrassing in user testing that a user is clicking around the prototype and for no reason, the page will load partway down the page or some times at the bottom. I have tried clearing cookies after each session but this doesn't seem to help

Is this a known bug, am I doing something wrong??
