Scroll groups bug making background colour disappear

I've used a scroll group in a mobile design, it's fine on preview but when published part of the background colour disappears further down the design on some computers/ monitors.

 

After a lot of testing, it's apparent that it's caused by a scroll group further up the page not being one of the top layers. 

 

Below is a screenshot when the scroll group isn't a top layer...

and it showing correctly once the layer has been brought to the front....

 

Any ideas why this is happening?
