Some help moving layers on dashboard - Adobe Xd

Hi,

 I were working on adobe xd and I noticed on the Design dashboard that some layers got that pen icon and if I want to drag it to move between layers doesn't let me.

 

All the layers that have that pen next to it keeps them locked for me and I can't move them between layers, while the ones that don't have it I can move them between the layers. 

Like in the picture when i am on my way to click and drag it to move it between the layers that shows me.

 

 

If someone can helps me.Thanks lots in advance
