starter plan missing

i am trying to invite someone to XD, however they are unable to sign up for a starter plan. it asks to start a free trial, with no starter plan options. they are currently unable to add a card for personal reasons, so they can't start a trial either. when opening the starter plan link, the creative cloud desktop app opens an error saying access is denied, and a trial must be started.

how can they access the starter plan now?
