Unable to add DraftXR (or any plugin not already visible in the plugins screen)

I would like to add the DraftXR plugin. I go to the DraftXR - Instant VR Prototyping in Adobe XD site and click on install. I receive the screen asking if I have installed XD. I have - windows 10 19041 XD version 45.1.62.3

There is no blue plus button above my plugins within the XD environment or ability within the plugins screen (which I get to by going to "plugins" on the XD menubar) to search for plugins.

I installed UXP developer tools (which I should not have installed). I uninstalled the UXP tools but wonder if there is a registry setting that is preventing the blue plus icon from showing.

Any help or thoughts on this appreciated.

Unfortunately it didn't help.

There doesn't seem to be a place where I can browse to and add external plugins. When I go to the draftXR website, It doesn't complete the install, asking me if I have XD installed. I have the latest version installed. I have uninstalled and reinstalled. I have attached some screenshots showing what believe is a missing ability to add a plugin to XD. I believe some kind of registry editing might be needed to force XD to allow me to add the draftXR plugin.
