What does this hex code mean? #0A0A0A3D

So It was brought to my notice that one of the xd links was giving out a weird hex code (#0A0A0A3D) for a shadow element that I had added and I can't figure out what it means. Attaching the screenshots below.

 Does anyone have any idea about it?? Also, the element was just a rectangle with nothing but a fill and shadow.

I think it's because 3D/FF = 24/100 😉 

 

Check how both divs have the same background color with opacity or extra two decimal properties in the bg color:

are you using windows? seems different about what i have with macOS

 

anyways this a hex code+appearance for CSS for HTML

Okay, that makes sense but 3D doesn't. Like 3D in hex is basically 61 but the opacity value I've given is 24, So it should give 18 right?
