Which is the best product to make a front end loading animation?

Hello All.

I am a new user, I am looking to use the best adobe product for a front end UI/UX loading animation. It looks like I could use a few different ones, what is the best and easiest?  Thanks for any help

How are you displaying the loading animation? Animated GIF, CSS Animation, something else?  How complex is the animation? On what platform? Web? Mobile App?

 

AfterEffects and Animate have a lot of capabilities, but can be complex. XD could be used as well, but some of the animation options limited.

    its for a web page & mobile site. Im thinking CSS. want to show a pulsating graphic that can change, move rotate and integrate text. Thanks for any help. This is an example, but I want to add changing text ...
