Why Adobe XD doesn't work on windows on ARM

Hello, 

When I try to install Adobe XD, Illustrator , Indesign,... Creative CLoud says, "The app is not available for your computer". The ARM on Windows exist since 2012. Why din't you make the apps for this version of Windows?  Why the M1 Macs have the  arm apps and Windows on ARM hasn't?
