Why is hover image is covering component even though it is out of the way

This is a follow up to my original post https://community.adobe.com/t5/adobe-xd-discussions/can-a-scroll-group-be-the-parent-of-components/m-p/12735794#M60120 

I figued out the problem. My hover image of the US Map is covering up the next rows on the table which is making them not work and then they continue to work properly once the image is cleared past. Somehow the image thought it is position to the right of the stiped table still seems to have a bounding box covering the table.
