Would Adobe XD be a good program to take a pdf and turn it into an app for IPAD?

I'm not sure if this is the correct forum or not.

We have a fillable pdf that I would like to turn into an app so that info and be generated from an internal database. Would Adobe XD be a good tool for this?

@Chris meant to say that "It will NOT handle any of the coding that would be required to do this." XD is for designing apps and websites, not coding them.

Correct. There is no code output from XD. Just the raw assets.

Adobe XD is only a design tool. It will handle any of the coding that would be required to do this.
