XD 44: If new Component Libraries (Up from sep 2021) work offline?

By contract requirements I can't publish material on third party cloud.

Since Adobe XD cross file components will only work with if published I can't basically make use of that feature. Which is very problematic to work with design system development for me right now in this context.

Is there any way to make it work offline only? Like, publish locally in my Creative Cloud app or something and not uploading it?
