Can I get the community's thoughts on whether XD is suitable for designing desktop applications intended to be used with mouse and keyboard? Or is it mainly intended for phone and tablet-level apps? I know Adobe will say it's good for Everything, but the fact that the last update included support for game controller interaction before mouseover effects makes me think it's not going to be the design tool I'm looking for.

We'd definitely leave this discussion open for the community, so that you may get some feedback about your request. However, I can certainly assure you that team is working on mouseover effects. I am sure you have upvoted this already: - Tap/Hover Effect – Adobe XD Feedback : Feature Requests & Bugs . If not, please upvote this request and share your comments to add your voice!
I would encourage your to check the UI Kits for desktop applications and let us know if that helps.
