Adobe AIR 18.0.0.199 Issue

I am trying to install Adobe AIR 18.0.0.199 by using the msi that I decompressed from the original .exe. I already tried removing the SHAREDADDINFOLDER or changing its value to C:/. However, those options did not work and I am still having the error: "Could not access network location (compute" when running the msi. Anyone knows what options should I try? Thank you!
