Adobe AIR app through netbeans/eclipse

Hi ,Iam new to Adobe AIR can anybody tell me,

Is it possible to develop an Adobe AIR application with java ,

I want to develop some app which can handle RichText on browser.

. please tell me whether netBeans or eclipse plugins are available of Adobe development tools.
