Adobe Air Blank Install

After downloading the Adobe Air Installer, and clicking install it takes all of 5 seconds to finish and then says that Adobe Air is installed. No shortcut is created and the Adobe air folder is created in %appdata% but is blank and just has the directories and no files. Also Adobe Air comes up in the control panel under uninstall programs but has no file size.
