Adobe Air fails to install - Administrator issue

I can see I am not the first one with this problem, but no replies have been given yet. 

Please someone give an advice how to fix this, because it prevents us to use needful programs on the PC.

 

Installation can not even start, because: 

 

"An error occurred while installing Adobe AIR. Installation may not be allowed by your administrator. Please contact your administrator."

 

I am the admin on the PC - Win 10 Pro, hidden administrator activated, still no luck -, so this is clearly not the real issue. I have tried every single idea tha can be found on various forums, but the problem persists. PLEASE SOMEONE HELP ME!

I can't believe that this issue can not be solved, someone must have met this before. It would be really important to me.

happening to me now. none of the solutions online worked. compatibility, run as admin, etc.
