Adobe Air License agreement keeps popping up, can't open program

I keep getting the license agreement popping up every time I try to launch a application/program and the program never opens.  I keep clicking the "I agree" and then nothing happens.  I'm using Win 7, I've tried uninstalling both the Adobe Air Installer and the program I'm trying to launch with Adobe Air.  Can someone please help?
