Adobe Air will not update or install in Win 7 64 bit

Adobe Air will not install. It gives me the message that it may not be approved by my administrator (me).

I have tried it several times, and elevated it to an administrator with the same message. Under users\local\ appdata\adobe, I have renamed the directories to force it to rewrite to no avail. After doing that, here is my install file

I did try the Microsoft Fix-it both install and uninstall troubleshooting but no luck there. It said I had no problems
