Advanced PDF viewer?

From all the googling I have done this appears to be an common question but it is really unbelievable that Adobe Air doesn't have a good way to handle Adobe PDFs. I know about loading pdfs into a web view. but I need a way to fill out pdf forms and to add annotation to pdf files. Is there any source out there for an actionscript based pdf viewer that can work with a pdf like this? I don't want to rasterize the pdf or have any server backend requirements. I just need a library that can load an unaltered local pdf file with form capabilities (cross platform). I would certainly be willing to pay a lot for such a library.
