AIR apps on non-market Android devices?

Hi, currently there are a number of tablet devices that, due to Google policy, can't access the Android Market. Most of these devices are low-quality ones and out of interest for many developers, however some of them do come woth interesting specs, like the Brazilian STI's "myPad" (STI is a subsidiary of Japanese Toshiba) that brings Tegra 2 architecture and Android Froyo system.

Since these devices can't open the Android Market, even if an AIR app is distributed by other means, the tablet won't be able to run it - it just can't access the Android AIR runtime apk to install it. I know that we can provide alternate download links to for the AIR runtime, but currently the only alternate link available is the Amazon appstore, and that may not be an option.

Since some of these devices are very likely to be used for major distribution by governments (I'm taking Brazilian educational plans as an example), it would be interesting to be able to deliver content for these "non-market" tablets. Would it be possible for AIR based ones technically/legally? How?

Anyway, you can find the Runtime.apk for android devices in (Program files)\Adobe\Adobe Flash Builder 4.5\sdks\4.5.1\runtimes\air\android\device

With this runtime, you should be able to run any AIR app.

But is this legal? Can we just install the runtime on third-party devices bypassing the market or another Adobe-provided link?

The runtime is free. I don't think it's illegal to install it this way.

What is probably not legal is having a tablet that can't connect to the market...
