Can't install Adobe AIR application

I have searched the Web high and low, but can't find an answer to this common issue (found dozens of posts about the issue, but no resolutions!).  Here's the problem:

Created an Adobe AIR application using HTML and Javascript.  AIR framework installs fine (version 2.7), but AIR application fails with the following error:

Sorry, an error has occurred. 

The application could not be installed because the installer file is damaged.  Try obtaining a new installer file from the application author.

Well, thanks for the apology, but NOT accepted.  I need to get this application installed, and I'm not sure how to proceed.  It installs fine on Mac 10.6 and 10.7, and also on Windows XP.  I get the above error on Windows Vista and Windows 7.  I thought it might be a problem with the framework on Windows 7, but I was able to install another AIR application from the AIR Gallery.

Please help!!!

Could you post your AIR installer log for the Vista / Win7 systems?  My first guess would be permission/elevation issues since it's working on XP and Mac, are you installing to Program Files without elevating the permissions to administrator?
