Cannot Update or Uninstall Adobe Air

I have AA version 24.0.0.180 installed. And trying to update, I get this error

An error occurred while uninstalling Adobe AIR. Uninstallation may not be allowed by your administrator. Please contact your administrator.

I have tried uninstalling and updating, and getting the same error.

I am using a Win 10 64 bit machine.

Any ideas?
