drop rejected when UI components are nested, only in AIR, not in Web

When dragging an item across multiple UI components that are nested, the drop will be incorrectly rejected if you pass from parent to child and back to parent, but this only happens in AIR.  The same application running in the browser with the flash player plugin works as expected.

This appears to be a bug, because the runtime behavior is different between AIR and the browser plugin, running the same application.

I have a test case written, have uploaded the source code, and two video recordings showing a) how to reproduce the bug, and b) the correct behavior in the browser plugin version of the Flash player.
