Google developer console doesn't accept my apk anymore

Hi guys,

I have following issue. My company developed a game with adobe air (AIR SDK 17) in Flash Builder 4.6. We released it for android and ios 5 month ago. The Android cert was made in Flash Builder. Since the 3.10 the google play service doesn't accept any payment method from this app. Now I tried to upload a new build with the newest AIR SDK (19). But now the developer console tells me that I have not signed the apk. I have not changed the package content or the cert. And the ANE I used have not changed. Even when I build the apk with the 17 AIR SDK.

Has anyone a clue what happened since 3.10?
