GPS and notification when in background on mobile devices

Hi,

I am planning to create an app on both iOS and Android, and below 2 features/functionality are required

1. the app need to read the monitor the current GPS, even when the app is in the background.

2. the app need to inform user(e.g. notification/vibration/ring ) even when the app is in the background.

3. the app need to access internet.

Please help to verify whether it is possible, and provide me some online document/resource, I used to play with Flash before.
