How to create a native installer for a Mac desktop app on Windows?

Hi,

Is it possible to compile a native installer (.dmg) on Windows for an AIR for Mac desktop app?

I was wondering if I could download the AIR SDK for Mac and compile the .dmg through the Windows command line?!
