How to package my app?

I wonder if it's possible to package an .app file with the extension .pkg? Why doesn't  Air compile to packages for desktop? When trying to upload to App Store I got an error because the app has to be package and Zip does work. How to package with .pkg extensions?

is it only possibe with  use of Xcode?
