ios, how to activate a muted location service

Hi all,

i need a small help, hot to activate location service in an ios app.

Normally ios is asking the user if he/she is sure to allow the app to use the location stuff.

But what ever i try, i never saw this dialog for my app, so the service is present, but muted.
