Migrate solution from Adobe Flex to Adobe Air after flash EOL

First of all, sorry for bring you one more question about the Flash end of live.

Regarding the announced Flash end of life, I was wondering if it will still be possible to run flash-based contents in Adobe Air having the Adobe Flash player installed locally in each client machine.

I found the following FAQ https://www.adobe.com/products/flashplayer/end-of-life.html, where there is the following statement from Adobe:

Will Adobe make previous versions of Adobe Flash Player available for download after 2020? 
No. Adobe will be removing Flash Player download pages from its site and Flash-based content will be blocked from running in Adobe Flash Player after the EOL Date.
Adobe always recommends using the latest, supported and up-to-date software. Customers should not use Flash Player after the EOL Date since it will not be supported by Adobe.  

Does this really means that I will also not be able to run flash contents on the operating system? I mean, will the OS version of Adobe Flash Player block any Flash content from run?
