need help...plez...

failed install ....prepaid photoshop elements 13........down loaded 3.8 gig....went thru setup..no prob....but install only got too 2% and crashed....then a note came up saying- I should try...rebooting....turning off smart firewall Norton and shut down any programs that may be running......tried all that and still wont ....install...don't no what else to try.....
