Without getting in to too much detail.

Can anyone think of a way through AIR to build an iOS app that has the ability to lock out the entire device unless a password is set or unless a variable value is met ?

Can you prevent an app from being uninstalled unless a password is entered ?

I don't think you can do any of those things, maybe on a jailbroken device, but this sounds like something that would break all kinds of Apple rules.

I have never seen an iOS app that could completely lock the device or one that requires a password to uninstall.
