Qucik AIR PC to Mac mobile app question

If I am only using Flash and AIR to make a mobile IOS app, could I essentially create the app on my PC? I have a mac I just haven't upgraded yet to CC to get the programs on it. Was just curious if it was possible since I won't be touching xCode since I'll strictly be using AIR.

Or perhaps by doing what I suggest would somehow make it impossible to transfer game to my iphone for testing?

New to creating mobile apps and dealing with certificates and what-not. I plan to make the move to my Mac, but for now I was just curious if this would work.
