Sibelius Sound Set Editor sse.air will not install

Sibelius Sound Set Editor will not install.
I've updated the AdobeAIRInstaller, but still get a message the sse.air may be damaged. An earlier post from a couple of years ago said it would be an Adobe problem and not a Sibelius problem. However, is it possible the Editor will not install in Windows 10?
