Stage3D 60fps cap should be changed to whatever the displays refresh rate is.

Hi Air Developers,

I would like to start updating the Oculus ANE to be compatible with the new Development Kit but at this time i don't see the point as i'm never going to be able to render @75fps. The Rift's display is running at 75Hz. so it there a way the flashplayer/air runtime could detect the display's refresh rate and change the cap on the framerate accordingly?
