unable to get CFBundleURLSchemes to work

I used google to look up CFBundleURLSchemes.  I found varying layouts for the entries for the app.xml.   I have tried multiple formats and none of them have been successful.   To test, I would create a link tag in html file, which I viewed on the iOS.  Clicking the link did nothing.

Couple of questions:

1. what is the right format? 
2. what is the right way to test this?
3. Is there any additional work required in the actionscript project to handle the URL?
