Unable to update Air in Win 8.1 with administrator privileges. I see this a problem shared by many online. Is this an Abobe issue or a Windows 8.1 issue?

I have been unable to update Adobe Air in Windows 8.1 with me being the administrator. Error messages indicate that I do not have permission to install the application. Online research tells me that I am not alone and am wondering if it's an Adobe or a Microsoft issue?
