USB flash drive air exe delivery

I need to develop an air exe and app and deliver it on a USB flash drive. But I need to run the air environment from the usb flash drive incase a user does not have adobe air installed on their machine.

Is this possible?

Yes, you want to create a captive runtime, it is the AIR app packaged with the runtime for your platform of choice.
