Why can't I install an Adobe AIR package without admin rights?

OS: Windows 10

I would like to install Scratch 2.0 for windows, but locally (For my user only) as I do not have admin. I set the AIR installer to install to my Documents folder, but an Admin prompt still appears. When I click "Cancel", the installer returns an error.

Hi,

Could you please tell us why you want to install an Adobe AIR package without admin rights? We don't recommend it.

As I said, I require to use Scratch 2.0 on windows without admin rights. I require scratch offline editor. I have an AIR Package. How do I run Scratch? (I have tried extracting with 7zip and running swf file to no avail)
